Marwan Francis
Counsellor, Deputy Chief of Mission
Marwan Francis is the Deputy Head of Mission and Counsellor, at the Embassy of Lebanon to the United Kingdom of Great Britain and Northern Ireland, in London, since February 2018.He holds a Bachelor in Business Administration from American University of Beirut (1997), a Masters in Business Administration from the École supérieure des Affaires de Beyrouth (2000), and a Masters in International Security & Diplomacy from the University of East Anglia, London Academy of Diplomacy (2013).Prior to his current posting Mr Francis served as Counsellor in the Permanent Mission of Lebanon to the United Nations, in New York (2015- 2018). He also headed the Consular Section, at the Lebanese Ministry of Foreign Affairs and Emigrants in Beirut (2012-2015). He previously served at the Embassy of Lebanon to the United Kingdom of Great Britain and Northern Ireland, in London (2009-2012) in his capacity as First Secretary. He was Second Secretary at the Embassy of Lebanon to the United States of America, in Washington D.C. (2005-2009). Mr Francis joined the Lebanese Foreign Service in 2003 as a career diplomat. Prior to joining the Foreign Service Marwan had worked, in the private sector, for Deloitte & Touche Saba & Co, the National Bank of Kuwait and Blom Bank SAL.

Oula Khodr
First Secretary/ In Charge of Consular Affairs
Oula Khodr is the Consul at the Embassy of Lebanon to the United Kingdom of Great Britain and Northern Ireland in London since August 2019.
She holds a Bachelor in Law from the Lebanese University (2015), and a Masters in Public International Law (2016).She joined the Lebanese Foreign Service as a career diplomat right after.
Prior to her current posting in London, Oula worked in the Ministry in Beirut for three years in the International Affairs Department on the Lebanon-UK bilateral relations post-Brexit and the Lebanon-UK association agreement. In London, she dealt with repatriating thousands of Lebanese back to Lebanon during the COVID Lockdown, with limited travel options.
Oula was deeply involved in the preparations leading up to the Lebanese parliamentary elections abroad in May 2022, and its execution, as she headed and managed a polling station with more than two thousand registered voters.
Oula sits on the Executive Committee of the Consular Corps of London CCL (2019), and was awarded by Embassy Magazine the consul of the year 2022 for the Middle East award in recognition of outstanding consular service to citizens.
